Heat issues? Or UTI?

So, Avalon will be seven months at the end of this month. She has been in heat since Tue (today is Mon), and has been demanding my attention. She howls and puts her butt up in the air (like, a wide stance with her back feet, stretched out). I think she is eating - hard to tell, as I have two sisters. She has taken to a new behavior - she sit in front of the litterbox, as if she is comfortable there. I noticed some "tiny" clumps the other day, but I think I dripped water. She has been also clawing me while I scoop the litter. I cannot tell if she has an UTI, or if this is just heat behavior?

I would say heat behavior.

Is there some reason you don't get her spayed?

Oh, it will happen. Dog month at the Humane Society. I missed the registration for July. She and her sister will both be getting spayed. I live in a highrise apartment - only ways out are a hallway, and a seventh floor window. No danger of getting pregnant. Her just sitting staring at the litterbox is unnerving a bit.
