frustrated mouser

I think my cat Kipling is a frustrated mouser. Just after I turn out the lights at night, he will go downstairs and pick up one of the dogs' fluffy toys and start howling. It's actually pretty funny because some of the dog toys are almost as big as he is and when he howls, its all muffled in the fluff. It's not a problem, just an observation. Just wondering if there are any insights on why he does this. This also started just after the loss of my other cat I posted about earlier.
