Friendly cat,fixed and over weight

How do you know if a over weight is being taken care of ?Someone else's indoor/outdoo very sweet orange white Male tabby,fixed. Once stray He has been taken care of for 3 yrs. Maybe longer Probably well over 20 pds. People leave this apt a lot and leave cats. He seems ok now. I plan on following him home and talk to the lady. Maybe she's old. I could try playing with him. I have tons of wand toys I put together. I am curious if he sees a vet and has been tested. Also if he has a litter box so she can check if he has a problem. Or stay out of it

That is a hard question that we all face, those of us who pay attention to strays. Years ago I adopted a very friendly male who had a collar and phone number which was evidently accurate right up until his family moved and left him. I think that if you can follow and ask questions it might be the easiest first step. If no one knows him, then you move to step two.
