Yep. I think they're just kitty boogers. As long as they can breathe properly, you can let it be or gently remove them.

He doesn’t like me trying to pull them out
Neither do mine! They're ok to leave them be.

If your cat won't let you remove them, just let them be as long as it's not blocking the nostrils. Sometimes dried out boogers pull at the skin painfully when you try to remove them. You can wipe the nose with a damp towel to soften the boogers.
