I actually used the paper litter for my kittens and they rathered the floor...

They did not even use the litter box until I put clumping litter in there. They much rathered the clumping than the other. They have been using it since they were like 4 weeks old. And they will be 7 weeks old tomorrow. I say its ok. Just watch them at first to make sure none of them are more interested in eating it...

I usually didnt use clumping for mine til they were a year. but i think 8 weeks is ok. I was just super protective...I use the paper litter now..and everyone loves it.
