I have 4 year old tortishell female nutered cat. Every single night a neighbor's cat ( I'm not sure which neighbor) comes to our front door and starts meowing tremmendously loud at my cat which is inside and stays out there the entire night even when it's cold out! This cat never lets me get any sleep. Please help! Thank you.

Personally, I'd deal with the neighbor first. Trapping and/or animal control has a way of making unfriendly neighbors, so if the intruding cat is approachable and has tags you may be able to figure out who he belongs to.
If you can't figure out who he belongs to then you could try repelling methods like scarecrow sprinklers or coyote urine spray.
