I have an outside enclosure that my cats can access from my living room window and my 10 yr old male has always went out side to go to the bathroom
But now that’s it’s so cold he has started to pee in the house
I have 3 cat boxes and when I go to see if he wants out he refuses because of the cold
Should I confine him until he starts using the cat boxes?
He will pee on floor next to it!
He’s been checked for uti and was clear

I'd either move it just inside the outdoor access, or add another box there.
One of ours has the same set-up you describe and weather doesn't bother him. He seems to like it out there, and it's been below zero to low teens last couple days. Crazy cat.
