My 11 year old cat has developed a very strange place to sit and lay, his litter box! anyone have any ideas of how to keep him out of there while continuing to use it as it is intended? DOes anyone know why he does this?

First off any change in behavior like that warrants a check-up. Once any medical reasons have been eliminated only then can we assume it's behavioral.
It is my understanding that a lot lof shelter cats do that while there to get privacy & a have safe place. How long has this been going on? Has something changed in his environment to makes him seek a private place? Has there been something that could cause stress like noise, remodeling, etc. ?
Have you taken the cat to the vet to rule out any health problems? Sometimes cats will seek out a safe, secluded place (litter box, right!) to hide out when they are not feeling well.
If the cat is healthy - have you provided some other place for the him to hang out and feel secure? Sometimes a cat likes to be in an enclosed place just to feel safe. You could coax (treats, toys) the cat out of the box when he's not using the litter box for his business and encourage him to go to another secure location
