My cat went to the litter box in my presence and when I went to scoop I found a normal sized pee clump and a smaller one. What could this be? He did not struggle at all, drinks enough water and pees in normal quantities throughout the day.

He probably moved a bit while he was peeing. Nothing to worry about.
This is totally normal. He also might have urinated on top of a previous clump. Nothing to worry about unless you start seeing more clumps or smaller clumps than normal. My kitties' clumps are usually smaller through the day, but first thing in the morning, they're bigger since they've been asleep for awhile.
