Cat meows, no yowls all the time

It's not that I even want to give him up though. I just want to be able to sleep and or think. And the thought of this yowling and a crying baby makes me want to pull my hair out. My vet even offered a shock collar which I said no to

I'm glad you said no to the shock collar. My sister helps out at her local shelter with the problem dogs She's really good with dogs. One dog had been surrendered after he started snapping at anyone who went near his head. Turns out the previous owner had used a shock collar with him to try to control barking.

I'm sure it will cause a lot more problems than it solves in cats too.

Have you tried Felliway in the room you keep him in? This might calm him down a bit.
