It could be an allergy to anything, not necessarily grains. My oldest cat had occasional coughing episodes like the ones you described, as long as she was eating foods with dairy or beef products in them. Since changing her food to avoid those things, she has not coughed once. You might want to try something like a rabbit & rice based food.
