Cat Carrier Second-hand Dis-infection? Did I Do It Right?

Hi! We just got a carrier second hand. They're hard to find in our small Japanese town. I scrubbed it with non-scented dish soap and warm water, rinsed it, and let it dry.
Then I used a 1:32 bleach water mixture and soaked each part of the carrier thoroughly in it and let it dry. Then I rinsed 15 minutes later with water, allowed to dry a bit, then carefully toweled off any more drops of water. Now the carrier is sitting locked in my guest room with a fan.
My biggest question is when can the carrier be used safely?

With bleach as the disinfectant, as soon as it's dry, you should be good to go.
