Cat cant groom tail

Hi
my cat broke his hip when he was just a kitten, he is 2 years old now and is doing great, there is just one problem..right where his tail starts to about half way up his tail he does not lick ( im assuming because he cannot bend that way due to his hip injury from kittenhood) this part of his tail is matted and greasy and just plain gross looking, does anyone know of anything i can do to help his fur get back to normal? Its not all his fur just that one spot that he cannot reach.I have tried soap and water but it did not work.

If you are talking about the base of the tail up, that is a spot that tends to get more oily and form blackheads. Even on cats that can groom. Its more noticable in light color cats.

I'd just wash the area a few times a week (maybe twice) with some Dawn (to cut the grease) and rinse well.
