Cat can't control feces after rectal prolapse surgeries

I have a 2 year old cat who came to me through a rescue for which I foster. This cat came to us with a prolapsed rectum and had two surgeries to correct it. He has been on various foods and is now on Hill's Prescription Gastrointestinal Biome and is getting 1 mg prednisone daily. He doesn't seem to be able to control bowel movements, does little liquid poops all over, and has lost all fur around his anus and for about an inch on the underside of his tail. I'm going to have to put him in diapers which will irritate his anus all over again. Any suggestions? Magical cures or potions?

How about a different vet? Is he getting cleaned to keep from getting irritated? Is he constipated and backed up?
We've seen five different vets in this rural area. I clean him with water-based fragrance free wipes when I can, but I can't stand over him all the time. He occasionally has semi-formed soft stools, so I don't think he's constipated. I don't know if the rescue group will fund a visit to a specialist, so the current options being discussed are make him an outside only cat, use diapers, or euthanize.

I agree with the diapers being the better option. With this you will have to change him often to make sure he isn't sitting in the poop because it will just continue causing the irritation. That being said it is still a better option because he won't be getting it everywhere so he can stay inside where he is safe.
Have you tried a feline only vet?
I would definitely try to get him seen by a specialist

What is he eating when this occurs?

If he's kept shaved and clean, the diapers are surely a better option than the other choices. Can a gofundme be created for him?
He does this with all foods. It's marginally better with the Prescription Hill's Biome.
