Cat at our church.....how do I find help

Would you believe that there is another stray that lives at the church and is making appearances more and more now. WE had seen her before but she would not come close. Now even though she wont come close and runs when we come out we are seeing her more. At first I thought it was an all grey cat but I think its a tortie. Mainly grey but I saw orange today during church. She doesnt look to be as hungry and the one we brought home so maybe shes not a stray and just someones outdoor cat.
I hate to see pets outdoors like that though. Especially after on our drive to church today we saw a dead dog on the highway.
Breaks your heart. We are going to try and make friends with this cat though and see what kind of condition she is in.
