As I'd expect, the Alley Cat Allies article is thorough. Going back to the first article I posted, it seems that part of it is a question of being able to demonstrate your "affiliation" with a 501c3.Have you checked to see if there is a feral on-profit in your area that you could join with? There are some, I know of one in El Cajon.
I have had dealings with a local shelter/clinic that does a lot of TNR spay/neuters.
