bleeding penis

cat has clear urine no block but is injuring the outside of his penis and it bleeds. the cat is neutered. has anyone ever seen anything like this. if so what is it and how was it treated thanks

I don't know what it is . But if I would be you I would get the cat and run to the vet right now .
