Just adopted a (what i think) is a 4 week old kitten, and he's got dome fleas, When can i bath him? Do i need kitten shampoo or can i use whatever?

Where did you get a 4 week old kitten?

You can use dawn dish soap. Don't use just anything. If the fleas are bad, you can bathe him now. Be very sure to keep him warm until he is dry.

You will also want a topical treatment. Advantage II for kittens works. Don't use Hartz.

You will also need to vacuum your home and wash all of his bedding.
