He's wearing the dreaded "cone of shame" even though he hasn't done anything wrong himself, he has some allergies that caused some skin irritation on his chin and neck and he was scratching it and making it bleed not allowing it to heal.

Here he is feeling sorry for himself and being the amazing contortionist tux he is.

I like these better. It works as a cone, but is a lot more comfortable and your cat will be able to eat and drink water better. It's also easier for them to see.

These are great collars. I'd get both.
