Are my cats playing or fighting?

I have 2 male cats. Both are neutered and were raised with one another. My one cat Turbo who is about 10 months old will bite the scruff of my 6 month cat Sonic. I adopted them both about a month and a half AG.a
At first they are chasing one another and playing mainly at night) then it starts to get rough. Turbo will stare Sonic down,and begin biting Sonics scruff.
I get so nervous. I break it up and try to keep Sonic near me so he isn't bit. They are both at fault Sonic still wants to play and starts egging Turbo on to play and then Turbo will bite Sonic. They're no marks or puncture wounds on Sonic, but this keeps me awake most nights breaking them up.
Any suggestions?? Thank you

It sounds normal play to me?. As long as there's no blood or puncture wounds, but if it looks like their getting too rough clap your hands and they'll part, but l'm sure one of them will cry out and let you know if it's hurting them

Thank you. My little guy Sonic will cry out sometimes. That's when I get nervous. I have only had one cat prior to these guys, so of course my first thought was for their safety.
I will be mindful and make sure nothing escaltes.
I truly appreciate your help... :)

When I had my RB kitty Chynna, and Abby, I knew they weren't playing based on the screaming and screeching.

However, with Spencer and Katie, when they interact, there is no noise, just rough housing.  Sometimes Spencer will get a bit rough and Katie will squeak, but there is no screaming and screeching like there was with Chynna and Abby.
