One kitten in the litter i have has only half its eye open and has been this way for a week its never fully opened theres no infection or irritation any ideas why this might be ? Its making me super worried ive cleaned it with cooled boiled water 3 times a day each day.

I think you are doing the right thing keeping it clean like that, but there's no sticky gunk around the eye? Could it have gotten scratched?

Maybe try slightly warm water. Sticky stuff is more likely to soften with the warmth. Be careful it is not hot.
Yes, wipe gently with a warm cloth. Also purchase a tube of terramycin antibacterial eye ointment from your vet or Chewy.com and use it 2-3 times per day. The eye should open soon, but never force it.
