It is completely normal for them to sample the litter. If you are using a regular, clay litter, they usually just spit it out once they get that it isn't food, which in most cases, happens pretty quickly. It has been said here many times before, but bears saying again, do not use clumping litter with kittens for exactly this reason. They eat it. It clumps. You do the math.

Look for something called "yesterday's news"...found in most pet stores. Although it is really meant for ferrets...I swear by it for the little ones. Young kittens can ingest regular litter...yesterday's news is dust-free & non-clumping...they can't & don't get into trouble with it.
