My new kittens are 4 1/2 weeks old. I have put some small litter pans in their room. I tried scoopable, until I saw about getting it in their lungs, I am using clay now, they play in it and try to eat it, what should I do?

It is normal for the babies to play in the litter and as a general rule, they will try to eat it. Most of the time, they spit it out though so as long as you are using the clay and not the scooping, you should be fine. Momma will be along to show them what to do and if you haven't already, go ahead and introduce them to moist kitten food now too.

I started with moist and dry kitty food with water mixed in it, they see to perfer the litter
They watch mommy eat and they walk in it and lick it off their paws, but don't seem interested in the bowl of food, I also give them KMR in a bowl, Mommy drinks it and they watch, but don't try yet.

It may take a little time, but they will become interested. It is kind of funny to watch them if you can sit and spare the time ... it sort of happens that one, usually the big, bad, brave one of the bunch will mimic Mom and actually stick his face in the bowl. Once the others see the food bowl isn't a big scary monster, they dive right in.
