Paw Pad on one finger is coming off

part of the pad on one of his finger is cut...looking like only the layer though...looking inside is hard but there is something poking out...I can't tell if it's part of him or something is stuck in there...didn't notice him limping...he ran up the steps after he came in...the thing in question it's whitish ...if I can I'll try to post a picture... 

found out the whitish thing in question is his "meat" or w.e you call it ...guess it's poking out cause it might be swollen or irritated...it's soft when I poked it so i know its not glass or some object ....it hurts him when I poke it otherwise it's fine/// so whats the best thing to do....

Sounds painful.  I think if I were you, I'd take him to the Vet.  It could get infected pretty easily, so he might even need antibiotics, but I'm not a Vet.
