How do I move my pics , threads and stuff ?

When I click arrange Blocks or i think thats what its called, its empty. I need to know how to rerange what i see first to last on my page please if someone could help?

and also how do how to create new folders for pics and move each pic in the right folder so i can organize which cats are what so i can have the right cats in community the right way. like example.. Black cats.. tabbies, etc.. i have them all in one folder as tabbies but want to chare in right places..
