Is it normal for a cat to not hiss as someone near her kittens or another animal around them my queen is a very attentive momma but she don't seem to be very protective. She let's me and my husband and daughter and son around them as well as our other cat and dog. She watches close but doesn't really react to them being close and sniffing the babies. Or us. Granted when I weight them I make sure she is with me and I only do it infront of her. We're she can see everything going on but I was expecting a reaction from her with the other animals.

D has both eyes open, and e has one eye open is this normal I always thought both eyes open at once. There is no discharge combing from it no liquid at all it looks the same as it always has. The reason I am asking is because she stepped on E head yesterday and we watched her and made sure she was OK. She is still making noise and moving and nursing like normal am just worried she may of hurt that one.

You can offer mush now, but they may not all go for it yet. Kittens tend to wean better at 4-5 weeks, and as well as to continue to nurse. Since mom is not feeding as much you should definitely try the mush.
How much do the kittens weigh? In particular, what does the runt weigh who you are worried about? I suggest you begin supplementing him with kitten formula immediately. It's not good if he's not growing.
Another thing to try is Gerber turkey baby food. It's very smooth and full of protein and easy for kittens to lap up. It may help all of the kittens, but especially the runt.
I'm wondering if your mom cat is in heat again. It tends to distract moms from their kittens. Also, is mom eating well herself? And staying inside all the time? She really needs to nurse for 2-3 more weeks until the kittens are fully weaned at least.

For the runt last night he weights about 10-11 oz, I have a really old postal scale I am using. And Ya I think she is in heat again. I am just worried because he don't seem to be progressing like the others

He would probably progress faster with more food. At 10 or 11 ounces he's a little behind at 3 weeks old. The target weight is 16 ounces (one pound) at 4 weeks.
No not yet I was gonna get some but momma was doing really good and attentive to them but I am starting to think she isn't making enough milk for 5 babies now that they are getting bigger all of them are weighting around 10-13 oz. So I was gonna go to our local pet store and pick up some kmr I can't afford the goats milk I know it's better but here it's 25 for 6oz. And I think I would go that really fast.
The powdered KMR by PetAg will be fine. You can also use it to mix into wet food to make it mushy. You can see if they will lap it from a dish.
Otherwise you'll need to give it to them with a small syringe. It goes in the side of the mouth a couple of drops at a time. The kittens need to be tummy down head up like they are when nursing so they don't inhale the formula into their lungs. 1-2 mL's apiece several times daily.
You'll need a needle-less syringe. Kittens that have been nursing from mom won't take a bottle right away. You slowly drip it into their cheek until they get the idea. Feed them like mom would - on their belly with their head up.
