Have you taken the kitten to the vet? If not, that should be done. The vet can determine why your kitten is scratching. It may be allergies to something (pollen, grass, food, etc), a hot spot, fleas, etc. Don't put anything on the ears without a vet saying that it is ok to do so. Many ointments for Human use are harmful to pets.

How many flea treatments did you do? One treatment does not work to completely get rid of the fleas. The adult fleas may be gone but any eggs that were laid are unaffected and more fleas will appear once those eggs hatch. You have to do a couple treatments (follow the directions on the package) in order to break the flea life cycle.  Make sure to vaccumm frequently to remove flea eggs that may be on your floors,f urniture, etc and empty the bag outside. Try to wash anything that your kitten sleeps on in hot water (blankets, etc). If your kitten is old enough, the vet can prescribe a monthly flea / parasite trement and preventative.

Scratching out of habit sounds like "I don't know so I'll say this" to me. Is this the same cat with FHS? I wonder if his scratching is connected to that condition?
Or do you live where the season is changing? My one cat has gotten noticeably drier skin recently and I think it's because of the seasonal change.

There's usually a cause for the itchiness.  Around the ears I'd generally suspect mites inside or outside the ears...or an ear infection.

However, if parasites like mites, lice and fleas are ruled out and the cat has no known allergies or other causes like bacterial or fungal infections, it COULD possibly be behavioral.

All vets are not alike. Some are much better, more patient  and knowledgeable than others. If you don't get an answer with one vet, you might try getting a second opinion.

Also, there is a thing called the itch/scratch cycle. Something itches, so it gets scratched, which makes it itch more, and so on.

If it is behavioral, you need to break the itch/ scratch cycle.

There are commercial sprays and lotions on the market for itchiness.  Make SURE they are for cats. Some act like prednisone which helps relieve itching.

Good luck!
