Dried pee just naturally gets sticky but if it's sticky when it's fresh you should have him in for a urinalysis.

That's true in humans too.

The large amount of sugar also makes the clumps sticky and hard to scoop, especially if the cat tends to pee along the side of the box or there isn't enough litter in the box to absorb all that urine.
