There is a stray cat that stays on our balcony all day and night and there is one strange behaviour I can't understand and that is he keeps rubbing against me and he does not quit. I know cats rub to exchange scent but he just does not quit and sometimes he will try to nibble and bite but he is purring while he does it and he continues to rub on me. He just does not have a stop limit and I'm wondering if this is because he is not neutered. He is extra clingy.

Yes, chances are he is lovey dovey because he is in 'heat' and not neutered. He might also start spraying (not a pleasant smell). This is kitten making season, so I would recommend trapping the cat and getting him fixed as soon as possible.

Would he still be friendly after he is neutured D:. I mean there are times he will lie with his belly up and kneed the air....I was thinking if the clinginess would stop I might keep him.

He will still be friendly after he's neutered. He may stop nipping, as this is an overstimulation behavior, but if it's become a habit he might still do it now and then. Whether he'll still be clingy, I don't know. It might be his basic personality or it could be overstimulation or insecurity. But no matter what, he still needs to be neutered for birth control purposes :).

If anything he'll be more friendly because he no longer has the urge to go out and make babies. The good news is that clinginess can be trained out of.

So we have taken him to the vet to checkup and if he has a microchip or not. There is another issue...he is scared of being inside a house. We gave him space to smell everything but he constantly sleeps with one eye open and he is just always scared
