Sun burn can be itchy. It's hard to tell what's causing the redness from the picture.

The best thing to put on sunburn is milk. Get some cotton wool, soak it in milk and dab it on the sunburn. Let that dry then dab a bit more on every 5 ~ 10 minutes. It will start to form a film over the burnt area. It smells kind of gross, but it stops it stinging and takes all the redness out.

What's the necklace made of? I can't wear nickel as I get a rash. Take the necklace off and wash the red patch with a mild soap and the rash should start to go down. Not sure if milk works on allergy rashes but it's the best thing for sunburn.

I'm not sure from the picture.  It could be either.  I break out in eczema from some metals (probably nickle).  It looks different with the eczema though.

I have also had itchy sunburns.  I've never tried milk though.  For one bad one I was told to put noxema on it.  I smelled great; but it did have a nice cooling effect.
