I am trying to get my two older cats on glucosamine treats to assist with one's arthritis and one's potential arthritis.  These are expensive and I finally decided on the brand that was the most affordable.  The senior cats won't eat them!  Not sure why.  Is it ok to give these to my younger (9 yr. old) cat, who doesn't need them, just as regular treats, as long as no more than 2 a day?  I don't want to just throw them away.

Yes, I don't see why not.  And for the cat that actually NEEDS them, maybe you could try Cosequin.  It comes in a capsule that you open up and sprinkle on their food.  It's helpful if you feed canned food, that way it doesn't fall to the bottom of the bowl.
