hi I took in another stray ik ik I cant help it its so cold there and when they become visably pregnant I cant stand the thought of kittens freezing to death in the snow well she went in to labor a little bit ago and the first kitten came out but she bite of the cord and dident pass the placenta then the same with kitten number two now were at kitten number 3 he has ben hanging out for over 35 minutes but for this one she has not chewed him free and I no its not good for her not to pass a placenta after every kitten should I cut him loose of wait for him attached placenta to come out?

Wait until she has delivered all kittens, she may push the placentas out, as it will feel to her that something still needs to come out.
If she does not, she will need to be seen by a vet otherwise is at high risk of an infection from these remaining inside.

Agree with Catwoman.

You are sure the placentas didnt come out?  You observed the whole time?  Because they usually do eat it up immediately, so its easy to miss it, if you  go away a while.

but if they arent out when the whole delivery is over, she must to a vet yes.

To your original question.   Here the problem solved itself, hurray!   But  you could  / should  "cut the kitten off" after several minutes.  Not immediately, so you are sure all the blood has stopped running.

You can use your nails to sewer the cord. Or teeth floss, or a blunt scissor.  NOT a sharp scissor.

The mommas teeths arent entirely sterile, so its enough your hands are clean.

Tx for  helping her!

Continue with reports ans questions.

Good luck!

If she seems OK calm, not stressed, no visible problems, you can prob wait and see on the oncoming kittens.

But it is of course touchy...  As you arent sure how it is with placentas.  The last kitten MAY be a placenta or two...

Difficult to advise.  Do you have some friendly vet to phone and ask?
