She should be just fine. =)
We have had multiple cats with FHV be spayed (rescue) and none of them had flare-ups due to surgery.

I do not know the severity of 64's symptoms; but, I can tell you from personal experience that my cats with FHV are living very full lives (they're only 2.5 yrs) I just stay on top of their disease and get them started on medication when they develop symptoms. I would describe most of my FHV kitties as having moderate (occasional severe) symptoms for the most part. Three have chronic symptoms and are on anti-virals and antibiotics every 3 months or so (and are on them for about a month at a time.)

If you are concerned, you could ask your vet about putting her on the antiviral Famciclovir (pill) for precaution, or Idoxuridine (eye drop) for 10-14 days just to make sure things are kept at bay.

My cat, Silly is 14 years old, had an eye removed from FHV, and earlier this year had two teeth pulled. She had to be anesthetized, and had no problems with it. As long as 64 is otherwise healthy, having the FHV is no bar to being spayed.

Silly also has a flare-up every 3 months or so. My vet is very good about giving me the antibiotics for the secondary symptoms every other time, but I do have to take her in twice a year for an exam and covenia shot.

Our cat Reilly is also 14 years old and has the Herpes virus.  He is a relatively healthy old guy

She is fine to be spayed, that is as long as she doesn't have any real active uri now, stuffy nose/sneezing/loss of appetite.

Even then it is done by some vets, some prefer to wait, which is a good thing since they already have their immune system working hard on fighing that off, then giving anesthesia sort of breaks them down even more.

It doesn't sound like she is active now though, the foggy eye would be okay to send her with. She will do fine and with good care should live a long healthy life.

So glad she is getting spayed :) This is the best thing you can do for a cat's life!
