What happened to this kitten's paw? Pic included

So a girl gave this kitten for adoption , a guy adopted him but few days later he abandoned him in a park,and when we got to know, another guy( he rescues) he went to the park the and searched for the kitten for 1.5 hour in the rain and finally found him under a bush the kitten was all wet, now I am fostering the kitten, but there is loose skin in his pawpad, do you think it is from being wet for too long or is it a bruise or something like that? What do you think happened to his pawpad? Here are the pics :

I hope you called the police on the scumbag that dumped the kitten in the park.

You really need to take the kitten to the vet for a professional opinion and treatment. .

I think she needs to be seen by a vet.  It could be any number of things.  I think given her history it's probably some kind of injury but it could also be a version of rodent ulcer that affects the paw pad.
