New adopted cat not cleaning itself

Hi,
I adopted a cat (1-2 years old) about a month ago and I've noticed that it never cleans itself. I've had to clean it on occasion, does anyone have any ideas on how to get it to start self-grooming?

Is he long or short haired?
Cats do groom themselves but few are less fastidious than the average. Your cat may also be adjusting to his new home and so has less time to take time out for a cat bath.
