He's probably gotten use to what you have him on. Id say mix in 90% dry, 10% wet so he has a taste that this thing thats cold and sticky is also food. Then slowly add more wet as he gets comfortable to a 50% 50%.

instead of thoroughly cleaning the spot, how about moving the litter box to that spot? after a few days of success you can slowly move the box towards where you want it and she should follow.
