I had a talk with my sis, and she suggested just keeping the kitty in our house, even if we aren't allowed to. We will just keep the litter box in my room and the food and water as well. I think I will do some more research on it.

back when i lived with my mother we had a whole feral cat colony practically in our back yard. I kind of grew up with them. I would wake up in the morning before school and feed them, and the first thing i did when i got home was feed them. i really have to agree with the post above, it is 100%...
