Perhaps try to arrange some play time together. If they play together, they can positively associate each other with fun and also have the cats direct their extra energy towards the toy and not to each other. Eating together and close to each other is also a good way to promote positive association.

Did your sister try having dinner at a different time than the cat's meal time? And how about when there's no food around? Is the cat usually sweet?
