    Sometimes that's how it manifests, i don't know why. Ears are self-cleaning (generally speaking) and if you don't see visible build up, that's probably not it. Worth a try though i suppose, just be careful not to overclean, some wax is necessary for the normal functioning of the ear.

    Have you tried just clipping her claws regularly? It's pretty easy and effective. I personally think if the choice is declaw or rehome, in my opinion you should rehome. Better a new life than maiming her.

    This is just an off-chance guess because of allergy problems that i've been dealing with, but has the allergy angle been tried? Some cats are allergic to airborne, seasonal allergens. Have the vets suggested trying antihistamines? Might be worth a try to ask. Good luck.
