Have you tried Natural Balance? Good solid food. 100% natural, no by-products or preservatives. Slightly less expensive than Wellness but some variaties include grains. You'll have to be sure to check the labels. I keep it around in case I forget to thaw out their raw food or go on vacation.
There's no problem feeding raw fish to cats. I wouldn't feed it exclusively though as this can cause a Thiamine (Vitamin B1) deficiency. It's like anything else when feeding raw food. It's all about the balance.

Have you tried any of the limited ingredient diets from Natural Balance? They have a Duck and a Venison with Green Pea Flour. Neither type have any grains in them. I used the Venison with my IBD cat and it did a wonderful job of helping with his diarrhea. I bought it at Petco for about $30/24
