Hi Hownowmeow- Does the packaging say "mg by weight" or "mg by volume"?  That doesn't even feel right, since if I recall correctly it is only ounces that can be converted between weight and volume.... Perhaps your scale isn't calibrated, or not sensitive enough, or moisture was drawn out...
