pretty much the more you read about the history and i guess politics of it, the more complex it is. my understanding is that tel aviv was capital of israel only from 1948 to 1949 -- if i'm not mistaken. but because of some of the complexities and politics (?) of the situation, tel aviv is treated as the capital of israel though the capital is officially jerusalem. other countries embassies are located in tel aviv too, not jerusalem -- my understanding is that the reasons for this are related to the complexities of the whole situation.
