So my baby boy has these two spots the size of a pea-ish on both of his hind legs. I’ve checked under black light and he doesn’t glow, so I’m just wondering if anyone else has seen this and maybe it’s just a cowlick?

This look normal. It's just the over stress part where the spot meets the floor when he sits. Constant pressure and rubbing makes it bald and dry.

My boy has it too and all cats do. Just like the mark or dry skin on our elbows where we always rest it on the table while we eat or write or supporting our chin on our hands with the elbow on the table.

Yup. I agree with tabbytom tabbytom , as usual. It is perfectly normal, nothing to fret over. But I'm glad you noticed. Bodes well for your cat in the future!
