Something Stuck Underneath Kitten’s Tail!

Hi! I recently took in a young kitten, and I noticed that there is something hard stuck underneath his tail. I thought it might be litter, but wasn’t sure. I also tried to pull it off, but it won’t budge, and it truly seems like it’s stuck to the kitten’s skin. I’m not sure if anyone has had a similar experience?

I do think it looks like something is just really stuck on, it doesn't look like any extra skin thing, like a tag or other.
Maybe try soaking in a warm bath?

Almost looks like a clogged anal gland (do young kittens even have them yet?) Warm water may disloge it but if in doubt ask the vet.

Massage down there as if making them pee could drain it. Indy will still release hers if i rub her down there even though shes an adult.

Do not pull on it or pick at it. You could force it deeper in and make it worse.
