ocd type seizures or what

my 12 year old cat has excessive itching and licking.it started with a flea bite back in 2017 and I was moving. I thought perhaps much anxiety. he was treated with prednisolone. all seemed okay a year later still excessive. did food panel, blood test all was well.put him on prozac, hydrolyzed protein.. in 2018 helped a little. then past year, still scabs from itching but also his excessive licking in groin area of leg leads to a type of uncontrollable loss of motor control. he falls over while doing the licking his body gets stiff and he shakes then he is fine after 10 seconds or so.. it began happening once a day lately . he eats very well, sleeps most of the day...vets do not know, been trying to get a video but it happens so quick. its not a seizure like you see on videos and fhs sites. I have him on prednisolone its been a week and immediately after starting it . he's all better.. im supposed to wean him off this week. its only a 2 week prescription. my question is has anyone experienced this and if I take off prednisolone will everything come back.. or does it fix. will be talking to the vet. I have read up on prednisolone and other pills. im not a pill person forever to be on and the side affects?and was hoping other alternatives. he does not go outside. feed best foods. the whole thing is mind boggling.

I'm so sorry for both of you. This is scary.

Are you sure it was a flea bite and not a tick? They can also get in the house. Lyme is rare in cats but worth asking the vet about.

Has your vet done x-rays for arthritis or other hip issues? Licking could also be because of pain in the area not just itch. At his age Arthritis is common. A glucosamine and chondroitin supplement is a good idea even if this isn't the issue.

What brand of litter do you use? Check the package for hidden scents. Our Yoshi was allergic to febreze in fresh step and itched inside his back legs and belly. One of their "unscented" had febreze in small print on the back. This started when you moved, could there be something in your new environment he's allergic to? Are any of your cleaning products scented?

Does he take prednisone intermittently or has been on it most of the time since 2017? How often has this seizure type behavior happened? Has it been going on for all these years? Have you thought of getting a second opinion? Do you have a cat only vet in your area?

Prednisone can be very helpful but can also have many side effects. I have Lupus and avoid it unless I have a severe flare.
I'm attaching links on prednisone side effects for both cats and humans. There are more for humans. My opinion is that it's likely cats would have the same as humans but many of them they don't have the ability to test for.

It was a flea..I never use ANYTHING with scents and stay clear of clay litters( sodium Bentonite in them). Corn litter no so good either.. Been using grass seed litter ( not like you think grass seed )clumping. Its looks like the corn litter.I had other boxes as well with other litters.He seemed to like this one never pees outside of the box. Also this all started before the grass seed litter. I have two cats have had cats all my life never experienced this. I cannot keep running to vets . They know nothing and keep you coming back and cahrging high fees.There are side affects with everything. So I always start low dosage...Have had second opinions...I keep researching and asking questions..TY

Just out of curiosity, were any of the second opinions from an Internal Medical Specialist or Dermatology Specialist at a specialty animal hospital affiliated with a veterinary medical school? If not, it might be helpful to consider getting a consult. However, I do understand your frustration with running to vets and not getting the answers you would like to help your cat.
