Milk Jug Shelter?

A teacher made this for her students, but I wonder if it could be adapted to a small-scale version for cats? I can see that there are some gaps between the jugs, though.

I think that it would need to have a tarp over it or all of the gaps filled. It would leak like crazy. Also it seems to me that it would be very light weight and possible blow away during rain/wind. It also would take so much time to make. Rubbermaids are much easier.
