I can't tell whether the cat I found is neutered or not. He was abandoned by his previous owners in the apartment complex when they moved out, so I took him in. Sorry about all the butthole pics

I'm having a hard time with the first picture. It looks like a black slit to me but the picture is a tad blurry. It definitely doesn't look like an intact male. Cat balls tend to, stand out like two big puffy cotton balls.

The only thing I can add is that the last several male cats I have neutered over the last few years all came home with testicles, but much smaller ones after the surgery. That is what you can see in the pic above.

He is a she. I have never heard of the scrotom being removed unless its a farm animal like a sheep or goat.

Here's what my male cat looked like before he was neutered. Look at the big fluffly cat balls. Notice how much lower they are from the butt hole.

This is my girl cat. Notice the black kitty vagina below her butt.

To me your "male" cat looks like it has a kitty vagina. The black triangle below the slit kind of makes the area blend together.
