As far as I know, per the article there are no qualifiers.I hope the shelter reaches out to the homeless and low income people who have pets and struggle to feed and provide basic necessities to their pets.
The shelter web site says pet owners are encouraged to stop by and get supplies. I hope word of the free supplies spreads through the local community and people in need are able to get supplies for their pets. Maybe a local FB group / social media site would help get the word out.
