Have you tried to place gentle pressure on the highest point of his ribcage while he is laying on his side, ..and watched if his ribcage moved outwards, or inwards?

Also, I am not sure, but when do kittens begin to walk and move around on their own?

Kittens toddle at 3 weeks. This needs to be put on him asap. A toilet paper roll is the perfect weight. It should not be so tight he can't breathe, but tight enough to support him on all fours while giving his chest room and support to grow normally.

He should wear it all the time if possible. It should be short enough that mom can still clean his bottom.

Okay, so the idea is not to restrict his ribs, but to bring the sides inward slightly which will prompt the growth to be normal rather than width.
Assuming you are right handed, pick the baby up by it's scruff with your left hand, and turn him over so he is scruffed and laying in the palm of your hand, tummy side is up.
With your right hand thumb and first 2 fingers, place on each side of his rib cage at the widest point, now give a gentle squeeze, do you see how the center slightly comes outward?
This is what the vest is designed to do, replace what your fingers just did.
