Cat Won’t Go Out Unless The Door Stays Open

My cat has always been indoor/outdoor during the day and night but lately has not been going outside. He still seems interested in going out (walks over to the door when I’m going in/out and stares outside) but will only occasionally wander out the door slowly and stay in the vicinity of the door and if I close the door completely he will immediately run back and start to scratch. I can’t keep my door open all winter! He seems to be going crazy being bored inside as we live in a really small place so I’ve been trying to coax him back outside with no results. I’m also worried about his health because he gets no excercise inside. Anyone have any advice?

Keep him in, I'm thinking even though he's going nuts. Toys, cat tree(s), play time. I'd say something outside really scared him and is still there, like a neighbor's new dog, cat, maybe even an owl? or depending on where you live, a coyote or something like that.
